The San Diego Community College District (SDCCD) provides insurance protection for eligible contractors and subcontractors through an Owner Controlled Insurance Program (OCIP) — administered under the Statewide Educational Wrap-Up Program (SEWUP) and managed by Keenan & Associates. 

What It Is

A single, district-purchase insurance program that covers on-site construction activities for approved projects. Instead of every contractor buying separate policies, the OCIP consolidates coverage under one comprehensive program. 

Who’s Covered  Prime contractors and subcontractors of all tiers who perform direct labor on the job site and are enrolled in the OCIP  Temporary labor or leasing firms working on-site Not covered: consultants, vendors, suppliers, delivery drivers, truckers, surveyors, off-site fabricators, or firms providing only off-site service 

What It Covers  

  • Workers’ Compensation and Employer’s Liability
  • General and Excess Liability
  • Builder’s Risk (damage to the project under construction)
  • Contactors Pollution Liability 
  • Coverage applies only to work performed at the designated project site after enrollment approval. Contractors must maintain their own coverage for off-site operations and vehicle use
